Residential evacuation plans in England: what responsible persons must do in 2026
The Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 apply from 6 April 2026 to taller residential buildings. They require person-centred fire risk assessments for residents who need help to evacuate.
Short answer
From 6 April 2026, the Responsible Person for a residential building in England with two or more flats that is at least 18 m or 7 storeys high, or over 11 m with a simultaneous evacuation strategy, must identify residents who may need help to evacuate, offer them a person-centred fire risk assessment, agree an emergency evacuation statement and review it at least every 12 months. Which buildings are covered?

- at least 18 metres high or at least 7 storeys, or
- over 11 metres high and operating a simultaneous evacuation strategy.

What must the Responsible Person do?
- Identify residents who may need help. Take reasonable steps to find residents who would have difficulty evacuating without assistance.
- Offer a person-centred fire risk assessment. The assessment looks at the individual resident, not only the building.
- Agree an emergency evacuation statement. Where a resident agrees, record how they would be helped to evacuate.
- Review at least every 12 months. Also review when circumstances change.
- Share information with the fire and rescue service, with consent. Resident information is shared only if the resident agrees.
- Keep a building emergency evacuation plan. The plan sets out how the building will be evacuated.

Does this change fire warden training intervals?
No. The Regulations do not set a new refresher interval for fire wardens or fire marshals. They add duties about residents and evacuation planning. Staff who carry out these tasks still need to be competent, and the Responsible Person should decide what instruction and training they need. SI 2025/797
Housing providers and managing agents should check which of their buildings meet the height and evacuation-strategy tests, and set a review date for each statement.
